Bangladesh Diploma Engineering students, teachers, and professionals Sangram Parishad has announced a 7-point movement demanding modernization of the Diploma Engineering curriculum and protection of the rights of Diploma Engineers. The organization’s member secretary, Prof. Md. Imam Uddin, announced this program at a crowded press conference organized at IDEB Bhaban in Kakrail, Dhaka on of August 19, 2025. Among the announced programs, diploma engineering students, teachers, and professionals will form a human chain in front of the National Press Club in Dhaka from 11 am to 12 noon on August 20, 2025, and on August 25, 2025, all district branches will send a memorandum to the Chief Advisor through the Deputy Commissioner, a press release said.
In a written statement at the press conference, the member secretary said that in 1978, through a notification, the government had designated ‘Deputy Assistant Engineer/Equivalent’ for diploma engineers and reserved 33% for promotion from Deputy Assistant Engineer to Assistant Engineer. Later in 1994, the “Deputy Assistant Engineer” post for diploma engineers was upgraded to Grade 10 and given the second class rank. In addition, B.Sc. Engineer and Diploma Engineer have been defined in the definition of engineer in BNBC-2020. But at the same time, when the nation is moving forward in building a discrimination-free Bangladesh after the July Revolution, at the same time, students of various engineering and technology universities are creating unrest in engineering education and the workplace by organizing an unreasonable movement under the banner of the Engineering Rights Movement demanding that the Deputy Assistant Engineer/equivalent post reserved for diploma engineers be opened to everyone, that promotion to the Assistant Engineer post be banned, and that anyone other than B.Sc. Engineer be banned from using the engineer title. Which is unexpected and undesirable. They called on the concerned to withdraw such outrageous demands.
Among the 7 demands, the existing post of Deputy Assistant Engineer/equivalent should be reserved only for Diploma Engineers, promotion from Deputy Assistant Engineer to Assistant Engineer should be increased to 50%, the curriculum of Diploma in Engineering should be modernized in English version as per the needs of the era, all polytechnic and monotechnic institutes, TSC should have a teacher-student ratio of 1:12 to eliminate the shortage of teachers, division of field and desk engineering in engineering workplace to improve the quality of engineering workplace and promote research activities, entry of B.Sc engineers into other cadres except engineering cadre should be prohibited by law to prevent wastage of talent, formulation of manpower structure of all engineering organizations in a ratio of 1:5 according to the international engineering team concept, and a strong demand was made to the government to allow Diploma Engineering certificate holders to pursue higher education through credit transfer in all engineering and technology universities and engineering colleges.
At the press conference, Sangram Parishad Member Secretary Prof. Md. Imam Uddin presented a written statement. Convener Prof. Md. Akheruzzaman answered various questions.
