BMCCI signs MoUs with MIMOS, ASEM to boost semiconductor innovation, talent development

The Bangladesh-Malaysia Chamber of Commerce and Industry (BMCCI) is pleased to announce a historic Memorandum of Understanding (MoUs) signed in Malaysia. This the first time a G2B MoU had been signed and exchanged with Malaysia in 53 years of diplomatic relations marking a transformative step in strengthening bilateral cooperation in Semiconductor technology, innovation, and Talent development, a press release said.

The MoU with MIMOS had been signed in presence oftwo head of the Government, during the recent state visit to Malaysia from 11th to 13th August 2025.MIMOS is a Malaysia’s national Applied Research and Development Centre operating under the Ministry of Science, Technology and Innovation (MOSTI), plays a pivotal role in driving socio-economic growth through pioneering innovations and industry-relevant technological solutions. The institution operates through two core divisions: Research & Development (R&D) and Technical Services. Its R&D division is recognized as a national centre of excellence, focusing on Semiconductors and Thin Film Research, Advanced Electronics, Embedded Systems, and Smart Manufacturing Technologies. The Technical Services division houses state-of-the-art facilities and provides consultancy and technical expertise to Malaysia’s thriving electrical and electronics (E&E) industry.

Bangladesh-Malaysia Chamber of Commerce and Industry (BMCCI) has been dedicatedlystrengthening bilateral trade and investment between Bangladesh and Malaysiafor over two decades. Through strategic trade promotion initiatives, high-level networking, and collaborative programs, BMCCI has built a strong platform to foster cooperation, attract investment, and explore new opportunities for both nations.

Despite Bangladesh’s primary footprint in the semiconductor industry, BMCCI recognizes the sector’s transformative potential for economic diversification, technological advancement, and global market integration. The global semiconductor market is projected to exceed USD 3 trillion by 2030 as per various global research institutions, and Bangladesh cannot afford to remain on the sidelines of this high-value, innovation-driven ecosystem.

Malaysia, ranked 6th player in global semiconductor market size with an estimated USD 19.41 billion in 2025, stands as a natural partner in this journey. Its thriving electrical and electronic (E&E) export sector, valued at over USD 121 billion in 2024. However, Malaysia faces a challenge of skilled man power shortage and projected need for 60,000 skilled professionals by 2030. While, it is estimated that only 15,000 talentswill be locally available to serve the industry. To meet the requirement and to stay in the global market Malaysian has planned to outsource the shortage of talents and their BMCCI engaged to join the outsourcing plan and that is why we signed the MoU to prepare our local talents for the growing local industries and to facilitate the export of skilled manpower for global Semiconductor ecosystem.

Malaysia’s semiconductor sector remains heavily reliant on imported front-end solutionsincluding chip design, architecture, and prototyping sourced from countries like Taiwan, South Korea, and the United States. While Bangladesh is quite advanced in providing solutions in Architectural Engineering & Chip design and there we can complement each other.

This dependency presents a strategic opportunity for Bangladesh. With growing capabilities in semiconductor design and engineering, Bangladesh is well-positioned to support Malaysia’s upstream needs. By offering front-end design services and skilled manpower, Bangladesh can help Malaysia reduce its reliance on external markets while gaining a foothold in the global semiconductor value chain.

Industry experts believe that with the right policy support that transformed Bangladesh’s RMG sector. Bangladesh can reach with export volume ofUSD 5 billion in semiconductor seviceexports by 2030,If the same policy may implicate.

The MoU outlines a collaborative framework between BMCCI and MIMOS aimed at developing a skilled workforce capable of contributing to the semiconductor industries both in Bangladesh and abroad. Key objectives of the agreement include the phased training of engineers. These initiatives will be delivered through MIMOS’s E&E Talent Development Programmes, which will offer a comprehensive curriculum covering integrated circuit (IC) design, semiconductor technology, embedded systems, CAD, product test engineering, and automatic test equipment (ATE).

In parallel, BMCCI signed another MoU with Advanced Semiconductor Academy Sdn. Bhd. (ASEM), Malaysia’s leading institution for semiconductor talent development. ThisMoU focuses on the Train-the-Trainer (TTT) initiative in Bangladesh, aims at equipping Bangladeshi academics with industry-aligned expertise and establishing standardized technical curriculum across regional institutions. ASEM will provide training of Bangladeshi engineers in IC design, advanced packaging, embedded systems and technical assistance. BMCCI member companies will benefit from incubation, mentorship, and access to Malaysia’s semiconductor ecosystem via IC Parks. The collaboration also includes joint research, IP commercialization, and consortium-building for regional innovation.

With the modest capacity of our chamber, BMCCI remains committed to fostering meaningful opportunities for Bangladeshi professionals and enterprises seeking to establish a footprint in the Malaysian market, we extend support through our institutional networks and strategic platforms such as ASEM& MIMOS.

Prime Bank Investment (PBIL), Bangladesh’s leading investment bank and an esteemed member of BMCCI, has entered into a strategic alliance with Amanie Advisors, a leader in Shariah advisory, to accelerate the development of Bangladesh’s Shariah-compliant investment landscape. Mr. Syed M Omar Tayub,Managing Director and CEO of PBIL as member of the BMCCI delegation signed and exchange the MoU with Ms. SuhaidaMahpot, CEO of Amanie Advisors, on 13 August 2025.

This is a pioneering cross-border B2B partnership that aims to catalyze Islamic investments in Bangladesh. This collaboration will focus on key areas, including Sukuk structuring and advisory, as well as the development of innovative Shariah-compliant financial products.

The MoU signing ceremony with ASEM and Amanie advisors was signed and exchanged in presence of Mr. Chowdhury Ashik Mahmud Bin Harun, Executive Chairman of BIDA and BEZA, H.E. MohdShuhada Othman, High Commissioner of Malaysia to Bangladesh.

The global halal food market size is accounted at USD 3.30 trillion in 2025 and is forecasted to hit around USD 9.45 trillion by 2034, representing a Compound Annual Growth Rate of 12.42% from 2025 to 2034. Currently, trade between Bangladesh and Malaysia has been marked by a substantial imbalance, with our imports from Malaysia reaching approximately USD 2.6 billion in FY2023- 24. On the other hand, our exports to Malaysia totaled only USD 293.51 million in FY2023- 24.

A seminar organized by the Bangladesh-Malaysia Chamber of Commerce and Industry (BMCCI) titled “Halal Economy 360: Driving Global Growth” on 2nd August 2025, at Westin Dhaka.Mr. Chowdhury Ashik Mahmud Bin Harun was the Chief guest at this event.

The event convened industry leaders, policymakers, and experts to explore the current landscape and future opportunities within this burgeoning sector.

Bangladesh has the potential to become a significant supplier of Halal products. Malaysia, with its robust economy, offers an expansive market of over 32 million consumers importing Halal food worth about $15 billion annually, a figure expected to exceed $50 billion by 2030. As a Muslim-majority nation, Bangladesh has the potential to earn at least around $7-8 billion annually by exporting Halal products to Malaysia by 2030. Malaysia currently sources these items from countries like Thailand, Indonesia, India, and Australia. We believe Bangladesh is a potential Halal hub for Malaysia in South Asia.

The Speakers emphasized the importance of active participation in international trade exhibitions, Malaysia International Halal Showcase (MIHAS) to strengthen Bangladesh’s presence in the global halal market. Such engagement was highlighted as a key strategy to modernize the sector, symbolize international partnerships, and align Bangladesh’s halal offerings with evolving global standards.BMCCI has been exclusively authorized by the MIHAS as the Exclusive Representative in Bangladesh and the International Partner for MIHAS 2025. To encourage the participation, EPB has offered the incentives for the exhibitors. With this capacity BMCCI will form a delegation to visit Malaysia International Halal Showcase (MIHAS).
