A training workshop on the “Decentralized Monitoring, Inspection and Evaluation (DMIE) System of Village Courts” was held in Narayanganj, organized by the Local Government Division and the District Administration.

The workshop took place on Tuesday (November 11) morning at the conference room of the Deputy Commissioner’s office. It was presided over by Naima Islam, Acting Deputy Director (Local Government), Narayanganj. Mohammad Zahidul Islam Miah, Deputy Commissioner of Narayanganj, attended the event as the chief guest.

A total of 17 Union Parishad Chairmen and 17 administrative officers from three upazilas—Sadar, Bandar, and Rupganj—took part in the training.

In his speech, Deputy Commissioner Mohammad Zahidul Islam Miah said, “Union Parishad officials and members must resolve disputes falling under the jurisdiction of village courts through arbitration. The village court operates under the country’s laws and regulations, and no lawyers are required. Since two representatives—one from each party—constitute the court, there is little room for bias. If Union Parishads act with integrity and fairness, village courts can play a significant role in ensuring justice for marginalized communities.”

He further said that village courts would be strengthened through regular monitoring by Union Parishads. “Under the DMIE system, reports of all cases must be properly documented, which will help ensure accurate recordkeeping and transparency,” he added.

The event was conducted by T.M. Rahsin Kabir, Senior Assistant Commissioner (Local Government Branch). A keynote presentation on the DMIE system was delivered by Firoza Begum Jhumur, District Manager of the Activating Village Courts in Bangladesh – Phase III project.
