Court bans cutting electricity, gas, water connections

The court has banned the concerned authorities for 6 months from disconnecting electricity, gas and water connections of buildings under construction in the capital. According to the court order, WASA, RAJUK and the Power Division will not be able to disconnect any type of connection during this period, a press release said.

The court has imposed this ban due to the writ petition (Writ Petition No. 21171/2025) of REHAB. Justice Sikder Mahmudur Razi and Justice Rajiuddin Ahmed gave this order. The court recently gave this order.

When REHAB raised the issue of possible damage from disconnection, the court took it into account. The court gave this interim order considering the daily life of the families living in the building or partially completed building, their dependence on water and electricity, and the humanitarian aspect.

The court order mentioned that the concerned authorities should refrain from disconnecting any type of power line, water connection or other utility services for the next six months. At the same time, the status quo has been asked to be maintained until the matter is finally settled.

As a result of this order, the owner or developer of the concerned constructed building will be saved from immediate suffering. The court has taken into consideration the various crises that arise especially when water and electricity connections are disconnected.

It is to be noted that in the past few months, more than 1,200 electricity meters have been disconnected from various under-construction and partially completed buildings with the help of RAJUK, DESCO, DPDC and other electricity distribution companies. Many construction projects have been practically stopped due to the disconnection of electricity and utility connections in the projects of the developers. This has led to the halt of construction work, workers and related staff becoming unemployed, the process of handing over flats is disrupted and the developers have to face major financial losses. At the same time, complications such as bank loan repayment, maintaining contracts with customers and investment stagnation arise, which is having a negative impact on the housing sector as a whole. Rehab approached the court after highlighting these real situations. The court issued this interim injunction against the relevant authorities in response to Rehab’s application.
