The Institution of Diploma Engineers, Bangladesh (IDEB), a national organization of more than 800,000 diploma engineers in the country, is observing with deep concern and anxiety that despite the professional status, appointment, and promotion of diploma engineers being determined through two separate government notifications in 1978 and 1994, deep conspiracy, chaos, and unreasonable activities are being observed around the country’s engineering education and workplace. Which is not limited to field movements but is also getting involved in the engineering workplace. Heinous incidents like mob terrorism are happening. These unwanted and unexpected activities are having an adverse effect on the overall development and production progress of the country. However, the construction, maintenance, repair, and development of the country’s infrastructure is moving forward with the harmonious and coordinated efforts of BSC engineers and diploma engineers.

Diploma engineers, known as public engineers, are performing a historic responsibility in national infrastructural, industrial, engineering and technological development as field engineers in building a prosperous, developed Bangladesh free of discrimination, which will continue in the future. However, the recent attack on diploma engineers by students studying in B.Sc. Engineering in the name of the Engineers’ Rights Movement in inaudible language is unintended, undesirable and regrettable. IDEB is observing with concern that the attack on inaudible language has now taken the form of mob terrorism. Which is a threat to the entire engineering profession.

In continuation of this, on August 25, 2025, external mob terrorists, instigated by Md. Roknuzzaman, Assistant Engineer of Sales and Distribution Department-3 of NESCO’s Rangpur Head Office, entered the office and created an anarchic situation by chanting slogans in inaudible and obscene language targeting the working diploma engineers. At that time, the mob terrorists collected the names, addresses and phone numbers of the diploma engineers working at NESCO and threatened to kill them. Where Assistant Engineer Md. Roknuzzaman directly led. Which has pushed them to extreme insecurity in their workplace and family life. Such heinous incidents have already created intense anger among diploma engineers across the country.

IDEB strongly condemns the incident, demanding exemplary punishment for Assistant Engineer Md. Roknuzzaman, who incited mob violence at the workplace, and to prevent such incidents from recurring:

Departmental steps should be taken to identify those who instigated mob violence and threatened the lives of diploma engineers after conducting a proper investigation into the incident.

The safety of diploma engineers should be ensured by ensuring a proper engineering workplace.

The government should take effective and strong steps to stop unprofessional behavior by mocking diploma engineers.
